Minutes 9/10/02

        The regular meeting of the Board of Selectmen was held at 7:30 P.M. in the Sharon Town Offices with Chair Allen Garf and Selectmen Norman Katz and Walter Joe Roach and Town Administrator Benjamin E. Puritz.

        The meeting was called to order at 7:35 P.M.

VOTED:  (Katz/Roach)   Voted unanimously to accept the Minutes of September 3,  2002 including Executive Session, as written.

Farm City Festival

No one appeared for this appointment.

Current Vacancies on Committees

The Board reviewed the list of vacancies on various committees as follows:

        Historical Commission - Need 1 Regular Members + 3 Alternates
        Sharon Cultural Council - Open - Need More
        Sign Committee- Need Two
        Transportation Advisory Board - Need One
        ZBA - Need One Alternate

Request for Proclamation - Constitution Month

The Board reviewed letter from The Daughters of the American Revolution, dated August 7, 2002 requesting that the Board proclaiming September as “Constitution Month” and that September 17-23, 2002 is Constitution Week.

Selectman Katz read the proclamation proclaiming September 17, 2002 through September 23, 2002 as Constitution Week in the Town of Sharon.

VOTED:  (Katz/Roach)  Voted unanimously to sign the Proclamation.

Appointment to Registrar of Voters

VOTED:  (Katz/Roach)  Voted unanimously to reappoint George Bailey to the Registrar of Voters, with September 2005 as the expiration date.

Request for Banner - The Chabad Day School

VOTED:  (Katz/Roach)  Voted unanimously to approve a banner for the Chabad Day School for the dates of September 16 - September 23, 2002 in the Second Position.

Sidewalk Construction

The Board  reviewed a Letter from Paul Vitali, Transportation Advisory Board, dated September 4, 2002  with its recommended priority list for sidewalk construction:
                        
        First priority- completion of sidewalk on Billings St. to East St.
        Second priority- a sidewalk on East St., from Abbott Av. to Billings Street.
        Third priority- Lakeview St. from Massapoag St. to E. Foxboro St.
        Fourth priority-Cottage St. ( school side ) to Billings St.
        Fifth priority- Community Center Drive.
        Sixth priority- completion Ames St. to Quincy St.

Chair Garf stated that this list is generally consistent with the Superintendent’s of Public Work’s priorities.  The county has begun a survey for the design of the Lakeview Street project.  The Town will be filing an NOI (Notice of Intent) for the project on Billings Street.

Appreciation Letters Received - Police Department

Chair Garf read a series of recent appreciation letters received by the Police Department expressing appreciation to the individual police officers as well as the Department as a whole, including:

        Letter from Ronald McDonald House,
        Appreciation for Officer Reichert for incident at Shaw’s Supermarket,
        Appreciation for Officer Phaneuf for incident with bat in house, and
        Appreciation for Officer Belestra re car accident.

Open Meeting Law Seminar

The Board reviewed a notice to be sent to all Boards, Committees, Commissions as well as Department Heads announcing an Open Meeting Law Seminar to be scheduled as an agenda item on the Selectmen’s Meeting of October 1, 2002.  Assistant District Attorney Tracey A. Cusick will be attending.

September 11th Memorial Service

Fire Chief Mann was present to discuss a brief Memorial Service to be held the next morning as part of the Silent Memorial and September 11th Commemorative.  Words of reflection were expressed by the three Selectmen and a moment of silence was observed.

Executive Session

VOTED: (Katz/Roach) Voted unanimously to enter into Executive Session for the purpose of discussing matters of Collective Bargaining and Pending Litigation, and at the conclusion thereof,  to adjourn for the evening.

The Board adjourned to Executive Session at   8:15   P.M.
